This report examines the development of e-government portals by cities and provides a simple four-phase model to describe their customisation of service provision. It goes on to discuss the transition from one stage of provision to another, and explores some of the issues underlying the last phase of this transition, which democratises and transforms government by allowing citizens to participate in the development of user-centric services.
